Tariff of 2.64 UAH per 1 kW of electricity in the Resolution of the Cabinet of Ministers of Ukraine No. 632

Shock and surprise of a guy in a dark room with a flashlight at the new electricity tariff of UAH 4.32.

According to the decision of the Cabinet of Ministers of April 29, 2026, the validity of Resolution No. 632 was extended, which consolidated a new tariff reality for all categories of consumers. The preferential price of 2.64 UAH/kWh has now become difficult to achieve and limited by strict limits, which forces owners of private houses to look for alternative technical solutions to optimize the budget.

What has changed in the tariff structure?

The modern system of payments for consumed electricity is based on several key parameters:

  • Single basic tariff: The basic price for the population for daytime consumption is 4.32 UAH/kWh.

  • Seasonal restrictions for electric heating: The preferential rate of 2.64 UAH/kWh is valid exclusively from October 1 to April 30 and applies only to the first 2,000 kWh per month. All consumption above this limit is paid at the full rate.

  • Summer period: From May to September, there are no benefits for heating or water heating, so each kilowatt costs 4.32 UAH.

Cost reduction strategy: three practical steps

1. Switching to multi-zone metering and using the «night window»

The night tariff, which is valid from 23:00 to 07:00, remains the most accessible legal way to reduce costs. Provided that a dual-zone meter is installed, the cost of electricity during these hours is 2.16 UAH/kWh. It is advisable to postpone the operation of the most energy-intensive appliances: heat pumps, boilers, washing machines and dishwashers for this period of time.

2. Implementation of energy storage and uninterruptible power supply systems

In order not to buy expensive daytime energy at a rate of 4.32 UAH, modern uninterruptible power supply (UPS) systems based on lithium iron phosphate batteries (LiFePO4) and inverters are used.

The system is programmed to charge at night at the minimum rate (2.16 UAH), and during the day to deliver the accumulated energy to the internal network of the house, completely or partially ignoring the expensive daytime network rate.

To ensure basic needs during possible network limitations, for example, to maintain uninterrupted power supply to the Internet router and media converter, it is rational to use local micro-UPS, such as Akson, which support the constant operation of network equipment.

3. Installation of solar power plants for own consumption

At the base price of 4.32 UAH per kilowatt home solar payback period power plant (SPP) has almost halved. An important legal aspect is that the installation solar stations purely for meeting the household's own needs without releasing surpluses into the general network do not require obtaining permits or complex approvals from Oblenergo.

Real equipment and approximate prices on the Ukrainian market

To build a reliable energy independence system, it is necessary to focus on certified equipment with an official warranty. Below are current technical solutions and their costs.

Standalone and hybrid inverters

  • Must PH1800 (3 kW, 24V): Budget standalone inverter for building small security systems and basic power supply. Price: 14,000 – 17,000 UAH.

  • Luxpower SNA5000 WPV (5 kW, 48V): Reliable standalone inverter with connectivity solar panels and flexible charging priority settings. Price: 26,000 – 31,000 UAH.

  • Deye SUN-5K-SG03LP1-EU (5 kW, 1 phase): A full-fledged hybrid inverter of the premium segment, capable of mixing energy from various sources (grid, sun, battery). Price: 41,000 – 46,000 UAH.

  • Deye SUN-10K-SG04LP3-EU (10 kW, 3 phases): Powerful three-phase solution for large private houses with significant consumption. Price: 76,000 – 85,000 UAH.

Battery packs (LiFePO4)

  • Dyness A48100 (4.8 kWh, 48V): Reliable lithium module for rack systems. Price: 54,000 – 60,000 UAH.

  • Pylontech US5000 (4.8 kWh, 48V): One of the most popular batteries on the market with a high cycle life (up to 6000). Price: 61,000 – 67,000 UAH.

  • Deye SE-G5.1Pro (5.12 kWh, 48V): Branded battery that perfectly synchronizes with Deye inverters via CAN bus. Price: 58,000 – 65,000 UAH.

Solar panels

  • Longi Solar Hi-MO 6 Explorer (430-440 W): High-efficiency monocrystalline module with HPBC technology. Price: 4,200 – 5,000 UAH per unit.

  • Jinko Solar Tiger Neo N-type (575 W): Powerful new generation panel with increased resistance to degradation. Price: 5,800 – 6,800 UAH per piece.

Comparative analysis of monthly expenses

For example, let's calculate the costs of a household with a total monthly consumption of 2,500 kWh in the winter period when using different approaches to payment and network modernization.

Equipment accounting and usage formatAverage cost per month
Basic daily tariff (without using benefits and zone metering)10,800 UAH
Winter preferential tariff for electric heating (first 2000 kWh at preferential price, excess at full price)7 440 UAH
Comprehensive solution: multi-zone meter + hybrid energy storage system5 400 UAH

Socio-economic aspect and available optimization solutions

Continuation of action Resolution No. 632 and establishing a single base rate at 4.32 UAH/kWh creates a significant financial burden on household budgets, especially for consumers with fixed low incomes and pensioners. Since capital investments in large solar stations or powerful lithium storage systems are unaffordable for many, engineers recommend starting with local modernization stages that have a minimum payback period.

The first step is to replace the standard meter with a dual-zone meter, which is performed by the distribution system operator at the request of the consumer and is relatively inexpensive. Even without the use of batteries, shifting the operation of a conventional electric boiler to nighttime using a simple socket timer can reduce the cost of hot water supply by half.

Recommendation from Electro Shop experts: optimizing home energy consumption is a complex process. You should not postpone the modernization of metering units until the beginning of the heating season. Timely transition to multi-zone tariffs and installation of even basic inverter-type systems with a fast charging function allows you to fix operating costs at the level of previous years and ensure stable operation of household appliances in any conditions.
